Minister of Tourism and Hospitality Industry, Hon. Barbara Rwodzi, has announced the appointment of a new Board for Mosi-oa-Tunya Development (Private) Limited, the parastatal mandated to spearhead tourism infrastructure development in Victoria Falls, with effect from 31 December 2025.
The newly appointed Board is expected to provide strategic leadership and corporate oversight as the company advances its critical role in developing tourism facilities and facilitating investment in Zimbabwe’s premier tourism destination.
The appointments come at a time when Government is intensifying efforts to position Victoria Falls as a world-class tourism and investment hub.
Mr Phineas Makombe, a seasoned civil engineer, has been appointed Board Chairperson. He brings extensive experience in infrastructure development, having led and contributed to numerous major projects across the country from an early age.
Ms Sheila Hawa Sidambe has been appointed Vice Chairperson. She previously served as Chairperson of Mosi-oa-Tunya Development Company for the past four years and brings valuable institutional memory.
A banker and entrepreneur with 16 years’ experience in the financial sector, she holds an MBA, qualifications from the Institute of Bankers, a Higher National Diploma in Advanced Bank Credit Management and Investment Banking, and is a holder of a silver lending licence.

Hon. Rwodzi expressed confidence that the diverse skills and expertise of the new Board will strengthen the company’s capacity to drive tourism infrastructure development and investment facilitation, positioning Mosi-oa-Tunya Development Company as a key enabler of national tourism growth.
Through the development of tourism facilities and supporting infrastructure, the company plays a direct role in increasing tourist arrivals, expanding accommodation capacity, improving visitor experiences, and attracting both domestic and foreign direct investment.
These initiatives align with National Development Strategy 2 (NDS2) and contribute towards Vision 2030, which seeks to transform Zimbabwe into an upper middle-income economy.
The Minister also paid tribute to the outgoing Board for its dedication and commitment, particularly in championing the Masuwe Project, which commenced in 2024 with the support of the Ministry of Tourism and Hospitality Industry.
The Board appointments were made in accordance with Section 194 of the Constitution of Zimbabwe, Section 11 of the Public Entities Corporate Governance Act [Chapter 10:31], and Section 4(1) of the Tourism Act [Chapter 14:20], following transparent and consultative processes in line with sound corporate governance principles.
