Mnangagwa Promotes Tagwirei to ZANU PF Politburo as Secretary for Economic Affairs

By Jonathan Mbiriyamveka

HARARE — ZANU PF President and First Secretary Dr Emmerson Mnangagwa has appointed Senator Dr Kudakwashe Tagwirei to the party’s Politburo, the highest decision-making body between congresses, in a newly designated position of Secretary for Economic Affairs and Investment Promotion.

The appointment places Dr Tagwirei — who was recently sworn in as Minister of Economic Development and Investment Promotion — at the centre of both government and party economic policy, giving him a dual mandate over Zimbabwe’s investment agenda.

The reassignment was announced as part of a broader party restructuring that saw three members moved to new positions.

Three reassignments

According to the announcement, Mnangagwa reassigned three party members:

Senator Dr Kudakwashe Tagwirei — appointed to the Politburo as Secretary for Economic Affairs and Investment Promotion

Justice Mayor Wadyajena — former Gokwe-Nembudziya legislator, appointed to the Central Committee

Obert Moses Mpofu — former Science and Technology Secretary, appointed to the Council of Elders

A dual mandate

The elevation of Tagwirei to the Politburo, combined with his recent Cabinet appointment, creates a concentration of economic authority that is notable even by ZANU PF standards.

As Minister of Economic Development and Investment Promotion, he oversees government strategies for foreign direct investment and national development programmes.

As Secretary for Economic Affairs and Investment Promotion in the Politburo, he now holds the party’s corresponding portfolio.

The creation of the new position — rather than the reassignment of an existing one — suggests a deliberate decision to formalise economic affairs as a standing Politburo responsibility, and to place Dr Tagwirei at its head.

Wadyajena’s return

Justice Mayor Wadyajena’s appointment to the Central Committee marks a return to party structures for the former Gokwe-Nembudziya legislator.

Wadyajena has been a prominent and often controversial figure in ZANU PF politics, known for his outspoken social media presence. His appointment to the Central Committee — the body that sits below the Politburo — places him back within the party’s formal hierarchy after a period outside it.

Mpofu to the Council of Elders

Obert Moses Mpofu, formerly Science and Technology Secretary, has been reassigned to the Council of Elders — an advisory body within the party structure.

The move represents a shift from an executive party role to an advisory one. The Council of Elders typically draws on senior figures whose experience is drawn upon for guidance rather than day-to-day decision-making.

What the reshuffle signals

Party reassignments of this kind are often read as signals of internal positioning, and this one is no exception.

Tagwirei’s promotion consolidates his influence at a moment when he holds both a Cabinet portfolio and a party economic brief. Whether the dual mandate produces coordination or friction — particularly with the Finance Ministry, now held by Professor Mthuli Ncube — will be watched closely.

Wadyajena’s return to the Central Committee suggests he remains within the party’s favour despite his absence from Parliament.

And Mpofu’s move to the Council of Elders closes one chapter of his executive party career while keeping him within the structure.

For now, the most consequential appointment is clear: Tagwirei now sits at the intersection of government and party economic policy, in a position that did not exist before this week.
