Dr Kudakwashe Tagwirei Appointed Minister of Economic Development and Investment Promotion

HARARE — President Emmerson Dambudzo Mnangagwa has appointed Dr Kudakwashe Tagwirei as Minister of Economic Development and Investment Promotion with immediate effect, in a move that separates the portfolio from the Finance Ministry.

The appointment was announced in a press statement issued by the Office of the President and Cabinet on Thursday, 8 October 2026, and signed by Chief Secretary to the President and Cabinet Dr M. Rushwaya.

The statement confirmed that the appointment was made in terms of Section 104, Subsection (1) of the Constitution of Zimbabwe.

Ncube reassigned to Finance

In a related development, Professor Mthuli Ncube has been re-assigned as Minister of Finance, also with immediate effect.

The changes effectively split the finance and economic development functions that Ncube had previously held jointly, with Tagwirei now taking charge of economic development and investment promotion as a standalone portfolio.

What the new ministry will do

According to the announcement, the newly separated portfolio will focus on attracting investment, supporting economic growth and promoting development initiatives.

The restructuring signals a deliberate division of labour at the apex of Zimbabwe’s economic management: Ncube retains the fiscal and treasury function, while Dr Tagwirei assumes responsibility for investment promotion and development strategy.

Both appointments take effect immediately, meaning Dr Tagwirei assumes office with no transition period.

Analysis: What This Appointment Means

A separated portfolio

The most significant structural change here is the separation of Finance from Economic Development and Investment Promotion. For years, the two functions were held by one minister — Ncube — meaning fiscal policy and investment promotion were managed from the same desk.

Splitting them creates two centres of economic authority. In theory, this allows Ncube to focus on treasury management, budget discipline and monetary coordination, while Dr Tagwirei concentrates on attracting capital, facilitating investment and driving development programmes.

In practice, it creates a coordination question: the two portfolios are deeply interdependent. Investment promotion depends on fiscal incentives, tax policy and currency stability — all of which sit with Ncube. How the two ministers align will determine whether the split produces synergy or friction.

Dr Tagwirei’s private-sector profile

Dr Tagwirei comes to the role with a substantial private-sector background, having built interests across mining, energy, agriculture and logistics. That profile aligns with the portfolio’s stated emphasis on investment attraction — he is, in effect, being asked to sell Zimbabwe to the kind of investors he has himself been.

Whether that private-sector experience translates into effective public-sector coordination is the open question. Investment promotion requires navigating regulatory agencies, negotiating with foreign investors and aligning with ministries that control land, licences and incentives — none of which operate at private-sector speed.

Timing

The appointment comes as Zimbabwe continues to pursue Vision 2030 and the National Development Strategy 2, both of which rest heavily on investment-led growth.

The creation of a dedicated investment promotion ministry signals that the government intends to treat capital attraction as a distinct priority rather than a subset of finance.

What to watch

Three things will indicate whether the split delivers:

The coordination mechanism — whether a formal structure exists for Ncube and Tagwirei to align on fiscal and investment policy

The mandate’s clarity — whether the new ministry controls actual incentives and approvals, or merely promotes investment that other ministries must sanction

Early investment announcements — whether the new portfolio produces tangible deals in its first months, or remains a promotional office

For now, the appointment is confirmed and effective immediately. The structure has changed. Whether the outcomes change with it is the test ahead.
