Zimbabwe’s internet penetration hit a record 81.49% in Q4 2024, but the digital divide persists. Urban users enjoy 5G speeds, while rural areas rely on sluggish mobile data—if they can afford it.
Key Findings from the Abridged Fourth Quarter 2024 Sector Performance Report suggest that:
Mobile dominance: 12.17 million mobile internet subscriptions (97.4% of total), but fixed LTE/WiMAX grew fast (13.81–39.43%).
Starlink effect: VSAT subscriptions exploded 513.79% (23,410 users) after Starlink’s entry, offering rural hope—but at $600+ hardware costs.
Affordability crisis: Despite growth, data prices remain high relative to incomes. POTRAZ notes “real-term” revenue growth was just 11.38% after inflation.
“Penetration looks great on paper, but rural users pay more for less,” said Rudo Moyo of Digital Rights Zimbabwe. “Government must subsidize access or risk leaving millions behind.”
Zimbabwe’s digital economy depends on inclusive access. Without policy interventions, the gap between Harare’s tech elites and marginalized communities will widen.
