Hwedza, Mashonaland East – In a significant stride towards improved service delivery, Hwedza District has received critical development assets to enhance both rural and urban infrastructure, aligning with President Mnangagwa’s Vision 2030.
The commissioned assets, unveiled at the Hwedza Rural District Council offices on Thursday, include 20 tricycles, a 5kL capacity fire tender, a Massey Ferguson 320 tractor, and a drill rig.
These resources are set to revolutionize mobility, emergency response, and agricultural productivity in the district.

The commissioning ceremony was led by Minister of Local Government, Hon. Daniel Garwe, alongside Mashonaland East Minister of State for Devolution, Hon Advocate Itai Ndudzo, who has been actively engaging with communities across the province. Several private sector representatives and government officials were also in attendance.
Enhancing Mobility and Emergency Response
Hwedza District Information Officer, Takudzwa Rushizha, highlighted the significance of the new assets, emphasizing their role in improving service delivery and inclusivity.
“The Minister of State for Provincial Affairs and Devolution, Hon Advocate Itai Ndudzo, commissioned and handed over a devolution-funded fire tender to Hwedza Rural District Council,” he said.

“Simultaneously, the Minister of Local Government, Hon. Daniel Garwe, commissioned 20 tricycles, a tractor, and a drill rig, further strengthening the district’s capacity for efficient service delivery.”
The tricycles will enhance councillors’ mobility, enabling them to better serve communities. The fire tender is expected to improve emergency response times, prevent property loss, and elevate Hwedza’s disaster management capabilities.
Importantly, the initiative also reflects a commitment to gender inclusivity, as five female proportional representation councillors were among the beneficiaries.
Commitment to Development and Self-Sufficiency
In his address, Hon. Daniel Garwe commended the local authority for embracing President Mnangagwa’s “Call to Action” for local governments.
He stressed the importance of prioritizing service delivery through master planning, valuation rolls, and digitization.
Recognizing Hwedza’s agriculture-driven economy, Hon. Garwe urged the local authority to focus on infrastructure development, including well-equipped market stalls and improved road networks, to drive economic growth and self-sufficiency.
He also reminded residents and businesses to pay rates on time to ensure continued service delivery, cautioning against legal consequences for non-compliance.
Additionally, Hon. Garwe announced government incentives for councillors, including duty-free vehicle imports, serviced residential stands, access to tertiary education benefits, and ideological training at the Chitepo School of Ideology.
Devolution Funds Driving Growth
Hon. Itai Ndudzo praised the Hwedza District Council for effectively utilizing devolution funds, noting that these resources have significantly transformed service delivery across Mashonaland East Province.
He reaffirmed the Second Republic’s commitment to inclusive development, in line with President Mnangagwa’s mantra:
“Nyika Inovakwa Nevene Vayo” (A nation is built by its people).
Hon. Ndudzo encouraged communities to take pride in the new assets and support local authorities in their drive toward Vision 2030, which aims to create a prosperous, self-sufficient Zimbabwe through decentralized governance and people-centered policies.
This milestone marks a significant step in Hwedza’s development journey, reflecting the government’s dedication to empowering local authorities and enhancing the quality of life for all citizens.
