Kutama  – In a significant step towards grassroots economic transformation, Mashonaland West Province witnessed the launch and disbursement of the Presidential Empowerment Fund and the Presidential Revolving Fund last Friday at a ceremony held in Kutama.

The initiative was spearheaded by Dr Paul Tungwarara, Special Advisor to the President, and aims to empower communities across the province while promoting accountability, entrepreneurship, and inclusive development.

“We are moving towards Vision 2030, which says leave no one, no place behind,” said Dr. Tungwarara, urging beneficiaries to uphold trust and commitment in managing the funds. “The revolving fund is interest-free, but it must be repaid so that others can benefit too.”

The disbursement saw funding allocated to a wide range of affiliate groups under the “4ED” banner—grassroots organizations aligned with the national development agenda. These include:

Pastors4ED (led by Prophetess Idirashe Dongo)

Vapostori4ED (led by Madzibaba Mozzie Gwasira)

Boys Dzamudhara (National Chair: Hopewell Chako)

Crossboarders4ED (National Chair: DJ Masomere)

Children of War Veterans (National Chair: Pheneous Makombe)

Vendors4ED (National Chair: Samora Chisvo)

Hairdressers4ED (National Chair: Keresia Dagwaira)

Cytnea Chisiri Shatei – community activist

Other well-represented affiliate groups included Gule Wamkulu4ED, Journalists4ED, Young Women4ED, Councillors4ED, and Farmers4ED, among others—showing a united front across various social sectors.

Dr. Tungwarara used the platform to stress the importance of unity, vision, and integrity.

“We must fight against corruption and stand together to uplift one another. This is how we build a strong, empowered Zimbabwe,” he said.

Provincial Chair Mary Mliswa Chikoka echoed the call for responsible use of the funds, emphasizing that this was not just an opportunity, but a responsibility to bring change to communities.

Representing the Minister for State and Devolution, Hon. Marian Chombo, Permanent Secretary Josephat Jaji commended Dr. Tungwarara for his leadership and urged all present to rally behind the President’s vision.

The event marks a tangible milestone in the ongoing efforts to align local development with President Emmerson Mnangagwa’s Vision 2030—a call for an inclusive, empowered, and prosperous Zimbabwe.

With funds now in the hands of grassroots groups, the success of the initiative will depend on shared accountability and community-driven growth.
