Zimbabwe’s telecommunications sector faces significant structural challenges, with a concerning reliance on one dominant player, Econet, for revenue generation.
This issue was highlighted in a recent Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) report, which warned of the risks of market imbalances and the need to empower state-owned enterprises to foster competitiveness.
Econet, the largest telecom operator in Zimbabwe, accounts for the bulk of the sector’s revenue. While its success underscores the potential of the local market, POTRAZ has raised concerns about the vulnerabilities of over-reliance on a single operator.
The report underscores the importance of diversifying revenue streams to ensure sectoral stability, particularly in times of economic uncertainty.
To address these challenges, POTRAZ has proposed restructuring strategies aimed at revitalizing state-owned operators such as NetOne and TelOne. Empowering these entities through increased investment, enhanced management structures, and policy incentives could create a more balanced market. A competitive environment, POTRAZ argues, would drive innovation, reduce consumer costs, and improve service delivery.
Additionally, the report advocates for revisiting regulatory frameworks to encourage private-sector participation and investment in underdeveloped areas of the ICT sector.
Such measures would not only diversify revenue sources but also enhance universal access to telecommunications services, aligning with national development goals.
The call for restructuring comes at a critical time when Zimbabwe is striving to achieve its digital economy objectives.
Market imbalances, if unaddressed, could undermine the sector’s long-term growth and sustainability.
As stakeholders deliberate on the recommendations, the spotlight remains on the government and private players to collaborate in reshaping the telecommunications landscape.
