n an exclusive interview, Professor Obert Jiri, Permanent Secretary of the Ministry of Lands, Agriculture, Fisheries, Water, and Rural Development, outlined how this program seeks to resolve long-standing land tenure issues and unlock economic potential.
A Legacy of Struggle: The Evolution of Land Tenure in Zimbabwe
Professor Jiri traced Zimbabwe’s land tenure system back to the country’s liberation struggle, emphasizing that land was the central issue in the fight for independence. Following independence in 1980, land redistribution efforts evolved through three key phases:
Phase 1 (1980–1997): Willing Seller, Willing Buyer
The government purchased land from white commercial farmers for resettlement, issuing offer letters to new landholders.
Phase 2 (1998–2000): Fast-Track Land Reform Begins
Zimbabwe introduced the A1 model (for small-scale farmers) and A2 model (for commercial farmers), with A1 recipients getting offer letters and A2 farmers receiving 99-year leases.
Phase 3 (2000–Present): The Fast-Track Land Reform Intensifies
Large-scale land acquisitions reshaped Zimbabwe’s agricultural sector, but offer letters and 99-year leases were not recognized as collateral by financial institutions, hindering farmers’ ability to secure loans and invest in their land.
The Title Deed Program: A Game-Changer for Farmers
Recognizing these challenges, President Emmerson Mnangagwa announced the Title Deed Program on October 8, 2023, marking a decisive shift toward permanent land ownership.
“The October 8 announcement was a game-changer,” said Professor Jiri. “It signaled a move towards secure land tenure, which is crucial for economic development.”
How the Program Works
The program is structured to be accessible and seamless for farmers, requiring no formal application process. Instead, landholders must visit designated one-stop centers with their existing land documents to begin the process.
The four key steps include:
Verification – Farmers present their offer letters, A2 permits, or 99-year leases for authentication.
Surveying & Dispute Resolution – The land is surveyed to establish boundaries and resolve ownership conflicts.
Valuation – The land is assessed for its value, critical for future financing opportunities.
Issuance of Title Deeds – Farmers receive full legal ownership of their land.
“This process is designed to be farmer-friendly,” emphasized Professor Jiri. “We want every landholder to have secure tenure so they can confidently invest in their land.”
