The City of Harare has intensified enforcement of its by-laws, imposing steep fines for offenses ranging from illegal parking to waste dumping.

As authorities move to restore order and cleanliness in the capital, here’s a breakdown of penalties every resident, business owner, and visitor should know to avoid costly violations.

1. Parking & Traffic Offenses: Clamping Now Costs US$95

Motorists face a US$45 clamping fee and an additional US$50 unclamping charge, totaling US$95—excluding potential towing and storage costs.

Key Note: City Parking (Pvt) Ltd is the sole authorized enforcer of these penalties.

2. Waste Management: Heavy Fines for Illegal Dumping

Commercial waste dumping: US$385

Domestic waste dumping from vehicles: US$113

Improper disposal from household bins: US$36

Individual littering: US$30–US$100 (depending on severity)

Legal Basis: Statutory Instrument 30 of 2016 mandates these fines to curb environmental degradation.

3. Building Compliance: Churches, Homes Face Annual Fees

Property owners, including churches and residential landlords, must obtain annual Certificates of Occupation, costing US$100–US$200 based on building size. Failure to comply triggers monthly penalties equal to the certificate fee until resolved.

4. Passenger Pick-Up Offenses: US$30 Fine for Undesignated Stops

Vehicles picking up or dropping off passengers outside approved zones in the CBD risk:

US$30 fine per passenger

Clamping and towing of offending vehicles

5. Business Waste Bin Mandate: Three Bins or Face Closure

All commercial premises must now have at least three waste bins on-site. Non-compliant businesses risk heavy fines or shutdowns.
